Cột mốc 428 là cột mốc có vĩ độ Bắc cao nhất và tiệm cận nhất với điểm cực Bắc. Còn điểm cực Bắc thực sự lại là một mỏm đá cách dòng sông Nho Quế – danh giới tự nhiên giữa Việt Nam và Trung Quốc tại Đồng Văn.

Mỏm đá này cách cột mốc 428 khoảng 2km, đây là một mỏm đá nhô ra trên vách núi. Đoạn sông Nho Quế gần mỏm đá có dòng nước chảy rất siết, lòng sông có nhiều tảng đá lớn, bên trên là vách núi đá tai mèo gần như dựng thẳng đứng. Vì vậy, đến nay vẫn chưa có ai có thể đặt chân tới điểm cực Bắc thực sự này.

Cách mỏm đá khoảng 1km, huyện Đồng Văn đã cho xây dựng một điểm đến gọi là Đài Vọng Cảnh Lũng Cú. Tại đây cũng được xây dựng một cộc mốc bằng đá có dòng chữ ” Lũng Cú – 23°22’59” vĩ độ Bắc, 105°19’21” kinh độ Đông” khiến nhiều người lầm tưởng rằng đây đã là mốc cực Bắc của Việt Nam.

Cột mốc 428 được khởi công xây dựng chính thức vào ngày 28 tháng 4 năm 2008, dưới sự hỗ trợ của người dân trong vùng và sự giám sát của đồn biên phòng Lũng Cú. Đây là một cột mốc nhỏ, nằm trên một nền đất cao lót bê tông và làm bằng đá hoa cương để tăng thêm độ bền và sự trang trọng. Tuy đơn giản là thế nhưng quá trình xây dựng cột mốc này mất đến 2 năm trời mới hoàn thành do địa hình hiểm trở, cơ sở vật chất thô sơ và khó khăn trong việc vận chuyển nguyên vật liệu. Nhờ những chính sách hỗ trợ của chính quyền nên người dân Hà Giang dù gặp nhiều thử thách vẫn luôn quyết tâm bám đất, bám rừng, trông coi địa danh nằm ở tuyến đầu của Tổ quốc này.
